Yes, it's not common but it's not rare either. This game was released at the time when Sega changed their packaging from the black inserts to the blue inserts, so it appears to be Sega experimenting with labels at this time. I have never seen a blue box insert (but that doesn't mean they don't exist I just don't believe they do), but this blue labelled game cart was packaged within the standard black insert release.
As far as I have ever been able to establish, Streets of Rage II was the first PAL game to have region protection too.

I've seen the loose cart pop-up a few times now on ebay, but never seen a blue cover insert.
Thanks for the info.

One more question. What was the first blue label release, and when did it come out?
EDIT: I found the answer ;)
The blue label went into production from 1994 onwards. The first title to use is was Sonic 3.

There was no blue label insert for streets of rage 2, just the cart. The manual should have a stapled sleeve rather than bound as well.

It's rumoured that there was a blue box release in Portugal. A magazine advertisement clearly shows a blue box cover, whether it was actually released or not is anyone's guess though. I keep an active out out for it just in case ;). I think there is a scan/photo of the poster over at guardiana if you're interested in checking it out :).

Now then, on the subject of collecting Mega Drive games - I just made a crapload of searches on Ebay for all the games I still need all set with notifications sent straight to my phone (must remember to mute it when I go to bed  ), I knocked a few common ones off the list earlier and have over half the games I still need in my watch list. All but one of the games I want for the PAL set are listed on Ebay right now, but unfortunately mostly at stupid prices! Gonna try my best not to get sidetracked this year like I have done for the past 10 or so years , my SMS collection started out as a side quest and I ended up finishing it before the MD set...

Anyway, 58 to go ;)

Well, that was unexpected. I live in Portugal and have a copy of the blue label Streets of Rage cartridge (in poor condition :( ), but no box. I will investigate that and see what I can find.

There's a picture of the artwork HERE, I believe it is either from an game catalogue that came with the Portuguese MD releases or from a Magazine advert, can't remember which. Unfortunately the photo/scan of the full page has been removed from the thread - but I'm pretty sure it was Kenneth (who has posted in this thread too!) who posted it originally so he probably still has the original image somewhere :).

That actually looks like a picture from the old SEGA Portugal catalogue, with the yellow price tag in old portuguese coin, escudo (6.995$). That was half the price of the games on those days, so I guess this was some kind of re-release of the game.
I've seen many copies of the game for sale, but never with that artwork, so I find this a bit strange. Anyway, if the box is real I suppose it's a very rare edition. I shall keep looking! :D

Actually, you can find Lakers vs Celtics NBA Playoffs quite easily, just try ebay.
I'm currently negotiating a copy (cartridge only :( ) here in Portugal, and it will probably come home for about 3 or 4€ (postage included).

Cartridge only doesn't count though as that's the same cart as the US one, isn't it? Finding the box is the tricky part.

Picture of the complete boxed European PAL version in my Mega Drive album if you want to see it :D
As Hydr0x said, the cartridge is pretty common as it is exactly the same as the USA version.

On my quest to complete the full Mega Drive PAL set, I would say that Lakers Vs. Celtics was the one that was hardest to find for me personally. I searched for it daily on eBay for a couple of years before I finally got my copy and that was quite a few years ago now. I didn't realise it was as rare as it actually is though until last year.

It makes no sense if there are loads of carts, but no boxes. Haven't only two boxed games appeared? If that's the case it leads me to believe the game was only sent to stores as a sample copy.

I have had the Blue cart in a normal box with the stapled manual before, it sold for about £8 on ebay!

One of my friends back in the day had Lakers vs Celtics. It came in a stupid cardboard box which could explain the lack of them.

I've seen some copies of Streets of Rage 2 blue label for sale here in Portugal, and the box is always the same as the "regular" version. I don't believe there was a blue label box for that game. I'll keep my eyes and years (and nose) open, though.

I'm selling a few of my Megadrive games since I'm no longer going for a full set, I'm much more interested in Nintendo these day, SNES and GameCube. Anyway, not meant as a shameless add, but I was wondering if you guys had seen this cardboard sleeve before, for Psycho Pinball, I only see copies without it.

Totally agree mate, I don't think there was a blue box released - but since there is the picture of it there will always be that chance so I'll always keep an eye out for it either way :). I didn't think the black box McDonalds Treasure Land existed, but I managed to find one!

Yeah I've got that sleeve on mine. I actually got my copy without and a few years later seen one with a sleeve over it, so I asked the guy if he could sell me just the sleeve & he did for £1

Hard to come by a fully complete copy nowadays though, I'm still puzzled why they made a sleeve for the game though?
