Yes, it's not common but it's not rare either. This game was released at the time when Sega changed their packaging from the black inserts to the blue inserts, so it appears to be Sega experimenting with labels at this time. I have never seen a blue box insert (but that doesn't mean they don't exist I just don't believe they do), but this blue labelled game cart was packaged within the standard black insert release.
As far as I have ever been able to establish, Streets of Rage II was the first PAL game to have region protection too.
The blue label went into production from 1994 onwards. The first title to use is was Sonic 3.

Well, that was unexpected. I live in Portugal and have a copy of the blue label Streets of Rage cartridge (in poor condition), but no box. I will investigate that and see what I can find.

As Hydr0x said, the cartridge is pretty common as it is exactly the same as the USA version.
On my quest to complete the full Mega Drive PAL set, I would say that Lakers Vs. Celtics was the one that was hardest to find for me personally. I searched for it daily on eBay for a couple of years before I finally got my copy and that was quite a few years ago now. I didn't realise it was as rare as it actually is though until last year.
